I think we have what is GREAT news!
Vertex, one of the newer engineers, was very recently given word to start looking at our beloved quest kits. After catching up on all of our posts in the Official Forums, he has already been able to reproduce the OoO bug and has found a short-term workaround.
Vertex has asked that if we run into the OoO within the next few days, to please post all of the information to this thread in Official.

So from all of your helpful comments I've been able to reproduce an occurance of the Out of Order bug, the one that happens when the servers go down while you are questing. Basically, it seems that if the server that hosts the questkit goes down it will Out of Order everyone doing that quest who is also homed on that same server (so you can get situations where you are OoO bugged, but your partner isn't). Logging off doesn't seem to solve this, however there is a fairly easy workaround that I've run across to this situation: log in an avatar not involved in the quest and have them join. You can even keep an "unsticking" avatar that you join to the quest to unstick everyone, then kick it out so you can reuse that avatar for the same purpose. That seems to unstick everyone who was Out of Order, and while it doesn't place then where they want to be (the server was down, so there was no way to record the master copy) it at least allows you to pick up from before the server restart instead of having to wait for maintainance. At least, that's the theory.
This isn't a fix, but I hope it helps for now. Please let me know if it doesn't, then it would be, um, more data? Thanks all!
